However, until 1996 the objectives and new view-points of industrialization and modernization were “officially identified and standardized more clearly” in the documents of the 8th Vietnamese Communist Party’s National Congresses. The industrialization and modernization process was concretized in the 2001-2010 strategy for socio-economic development in the Ninth Party Congress in 2001.
